The balancer is not there to compensate for the manufacturing limitations of the pulley itself, the balancer is there to absorb harmonic resonance in the crankshaft.

It's not hard at all to make an aluminum pulley, in fact that's one of the easiest car parts to make, since they can be almost entirely made in a lathe. Having tight tolerances on a round piece is inherent in a lathe, since it's rotating the part in the chuck. It can't be made out of round unlike a cast part or a piece made in a milling machine.
